Instructions

  1. Rinse the rice in cold water, until the water runs clear. Drain and set aside.
  2. Heat oil in a wok or a large skillet over medium heat. Add garlic, onion, and ginger. Cook for 2-3 minutes or until fragrant.
  3. Stir in the rice, and cook for 1-2 minutes, stirring constantly.
  4. Add water, fish sauce, soy sauce, salt, and pepper. Stir to combine.
  5. Bring to a boil, then lower heat to a simmer. Cover and cook for 18-20 minutes or until the rice is cooked and the liquid has been absorbed.
  6. While the rice is cooking, season the halibut fillets with salt and pepper.
  7. Preheat oven to 375°F (190°C).
  8. Heat oil in a large oven-safe skillet over medium-high heat. Add the halibut fillets and sear for 2-3 minutes on each side, until golden brown.
  9. Add the chopped bell peppers, and transfer the skillet to the oven. Bake for 8-10 minutes or until the halibut is cooked through.
