  4. Pour enough water into the pot to cover the fish fillets. Cover the pot and simmer for 15 minutes over low heat.
  5. Heat 3 tablespoons of butter in another pan. Fry 1/2 cup of raisins until they puff up. Add 1/2 cup of slivered almonds and fry until they become lightly browned.
  6. When the fish is cooked, remove them from the pot and set aside. Strain the broth and add enough water to make 4 cups of liquid. Add the rice to the pot and pour in the broth. Bring to a boil over high heat, then reduce the heat to low and cover the pot. Cook until the rice is done and the liquid is absorbed.
  7. Fluff the rice with a fork and transfer it to a serving platter. Top the rice with the fish fillets and the raisins and almonds mixture. Serve hot.
